URS ACQUIRES LOPEZGARCIA GROUP INC.
SAN FRANCISCO, CA – August 18, 2008 – URS Corporation (NYSE:URS) today announced that it has acquired LopezGarcia Group Inc. (“LopezGarcia”), one of Texas’ leading engineering design and environmental planning firms. Headquartered in Dallas, Texas, LopezGarcia has a staff of 200 professionals in five Texas offices and is focused primarily on the state and local infrastructure market. The financial terms of the transaction were not disclosed.

Wendy Lopez Honored by the Dallas Business Journal as one of Dallas’ Most Influential Women
On Thursday, July 24, Wendy Lopez and 49 other women were honored by the Dallas Business Journal as the 25 Most Influential Women and the top 25 Women Business Owners in Dallas. Wendy is in great company as honorees include U. S. Senator Kay Bailey Hutchison, real estate icon Ebby Halliday, Dallas City Manager Mary Suhm and developer Lucy Billingsley. Guy Bodine of Wachovia Bank was honored as the Ally Award winner, which is presented to a gentleman who advocates for equality. Carol Roehrig, president, BKM Total Office of Texas, the firm that led the renovation of the Dallas Infomart office, was recognized as a Top 25 woman business owner.

LOPEZGARCIA GROUP On Winning Streak
LOPEZGARCIA GROUP was awarded Sections Two and Three of the North Texas Tollway Authority’s expansion of SH 161, a total of approximately 4.5 miles. Led by Juan Sierra, project manager, the team will prepare PS&E for main lanes and ramps for the roadway from south of Mayfield to north of Marshall (Section Two) and north of Marshall to south of January Lane (Section Three) in Grand Prairie. A total of 13 grade separated-intersections are included in the 4.5 miles. The LOPEZGARCIA GROUP Team includes Civil Associates, Inc., Charles Gojer and Associates, Inc., Hayden Consultants, Savant Group, Inc. and Gorrondona & Associates, Inc.
LOPEZGARCIA GROUP was selected by the TxDOT Fort Worth and Dallas Districts as part of two Cobb, Fendley and Associates, Inc. teams that will provide Utility Coordination, SUE and Inspection Services and Utility Coordination, respectively. LOPEZGARCIA GROUP, under the leadership of Dustin Ogle, project manager, will serve as task lead for utility construction management and verification on the Fort Worth contract and utility coordination and construction verification on the Dallas contract.
The City of North Richland Hills selected LOPEZGARCIA GROUP for one of the 2008 Water Line Construction Projects (Holiday Lane and Iron Horse Blvd.) This is the largest of the three projects and consists of approximately 8,500 linear feet of 16-inch water line. Brent Lewis will serve as project manager for this undertaking.
In June, LOPEZGARCIA GROUP was selected by Houston’s METRO transit system for a two-year IDIQ contract to perform cultural resource work for the agency. LOPEZGARCIA GROUP was selected based on our expertise and past performance on projects previously conducted for METRO. The contract was awarded on this basis, without short-list or interviews. Deborah Dobson-Brown will continue to serve as project manager.
LOPEZGARCIA GROUP, as part of the Jacobs/Pegasus/LOPEZGARCIA GROUP team, was selected as one of the Dallas Independent School District Bond program management teams. This is our second win with this great team.

Dallas Business Journal Ranks LOPEZGARCIA GROUP 8th on List of Largest Metroplex Engineering Firms
In its April 4 issue, the Dallas Business Journal recognized LOPEZGARCIA GROUP as the eighth largest engineering firm in the DFW Metroplex. The annual list is based on the number of locally based professional engineers. In 2007, LOPEZGARCIA GROUP ranked number nine.

April 1, 2008—Dallas, Texas. LOPEZGARCIA GROUP today announced that is was awarded several contracts as both a prime and subconsultant by numerous entities during the first quarter of 2008. Prime Consultant Awards
Texas Department of Public Safety — LOPEZGARCIA GROUP was selected as the prime consultant for the Texas Department of Public Safety’s (DPS) Emergency Vehicle Operations Course Complex in Florence, Texas. The firm will provide engineering services for a training course with multiple venues to increase the driving skills of the DPS’s commissioned officers.
Fort Worth Independent School District (FWISD) — LOPEZGARCIA GROUP was selected as the prime consultant for the FWISD’s Environmental Services and Survey portion of its 2007 Capital Improvement Program (CIP). The firm will provide a variety of environmental testing and land surveying services to many of the District’s 144 educational sites.
City of Fort Worth — LOPEZGARCIA GROUP was selected as the prime consultant by the City of Fort Worth to perform drainage studies in older neighborhoods, perform open channel studies with the goal for developing a master watershed plan and a dam safety study.
Capital Metropolitan Transportation Authority (Capital Metro) — LOPEZGARCIA GROUP was selected by Capital Metro, Austin, Texas, for a Civil Engineering IDIQ contract.
Subconsultant Awards
Denton County Transportation Authority (DCTA) — LOPEZGARCIA GROUP was awarded the final design and construction support contract as part of the URS team for the 20-mile DCTA commuter rail corridor from Trinity Mills Road in Carrollton to downtown Denton. LOPEZGARCIA GROUP will provide a variety of civil, mechanical and electrical engineering and environmental services for this commuter rail project. The main components of the firm’s work will include designing two stations within the city limits of Denton and providing utility modifications along the 20-mile corridor.
Fort Worth Independent School District (FWISD) — LOPEZGARCIA GROUP was awarded four subconsultant contracts for the FWISD’s 2007 CIP. LOPEZGARCIA GROUP will provide mechanical, electrical and plumbing engineering services for the construction and/or renovation of various schools in the District in conjunction with three architectural firms: URS, Brown Reynolds Watford (BRW), VLK Architects and SDS Architects.
Texas Department of Public Safety Crime Lab — LOPEZGARCIA GROUP is part of the Brinkley Sargent team selected to provide A/E services for the development of a new crime laboratory. LOPEZGARCIA GROUP will provide site civil engineering services.

LOPEZGARCIA GROUP and DFW International Airport Present “Doing Business with DFW Airport”
On Monday, January 7, LOPEZGARCIA GROUP and DFW Airport hosted a conference for minority- and women-owned business owners entitled “Doing Business with DFW Airport.” Held at the airport, presenters introduced attendees to the Airport Development Plan (ADP) Phase 2 Professional Services requirements, M/WBE participation goals and specific project opportunities.

LOPEZGARCIA GROUP was honored as the 2007 Business of the Year at the North Central Texas Regional Certification Agency’s (NCTRCA) annual awards banquet held at the Gaylord Texan on Thursday October 11. This prestigious award is given annually to companies that have exhibited excellence based on the firm’s background, economic history and community involvement. NCTRCA is the premier woman-, minority- and disadvantaged-business enterprise agency in North Texas. It provides assistance through education and counseling to W/M/DBE’s throughout the certification process to build a certified vendor pool for member entities.

Don Willhouse Achieves American Society of Civil Engineer’s Fellows Status
September 12, 2007 – Dallas, Texas
Don Willhouse, PE, Austin (Austin Clean Water Program) has been honored by the American Society of Civil Engineers (ASCE) as an ASCE Fellow. ASCE Fellows occupy the Society’s second-highest membership grade, exceeded only by Honorary Members. There is no direct admission to the grade of Fellow. Fellow status must be attained by professional accomplishments via application and election by the Membership Application Review Committee (MARC). It is a prestigious honor held by fewer than 6% of ASCE members.
Don began his engineering career in the United States Army Corps of Engineers (USACE), retiring in 1993 as a Lt. Colonel. During his military career, he served as a helicopter pilot, flying missions in the Vietnam Delta and Cambodia. He commanded the 42nd Engineer Company in Berlin, responsible for planning the engineering defense of Berlin prior to the demise of the Iron Curtain and was the Deputy Commander of the Memphis District, USACE. Additional assignments included service at USACE Headquarters, Headquarters Combined Forces Command in Korea and at the Department of the Army Operations and Plans Staff at the Pentagon.
Upon retirement from the Army, Don spent 12 years with the State of Texas, providing engineering leadership in the Department of Health and serving as manager of plant maintenance and operations for the Texas Department of Mental Health and Mental Retardation. His final assignment with the State was as the Director of Licensing for the Texas Board of Professional Engineers.
Don worked in the private sector for two years with a construction management firm prior to joining LOPEZGARCIA GROUP.
Don is co-chair of the Greater Austin Steering Committee, an ad hoc association of professionals who work with students to educate them about opportunities in the engineering field. He is a member of the Georgetown Symphony Board of Directors and has been a Boy Scout for 56 years, achieving Eagle Scout and Silver Beaver status.
Don joins Roger Behgam as one of two ASCE Fellows employed by LOPEZGARCIA GROUP.

Wendy Lopez Receives Prestigious Ernst & Young Entrepreneur Of The Year® (EOY) Award

On Saturday, June 30, Wendy Lopez was honored as the 2007 Southwest Area Real Estate/Construction Entrepreneur Of The Year® (EOY) by Ernst & Young at its annual awards Gala held at the Dallas Trade Mart. Ms. Lopez was one of ten entrepreneurs recognized, each from a different business area, out of a field of 30 finalists.
Recognized globally, the EOY award honors the contributions of outstanding men and women who inspire others with their vision, leadership and achievement. As the first and only global award of its kind, Ernst & Young’s EOY celebrates those who are building and leading successful, growing and dynamic businesses and recognizing them through regional, national and global awards programs in 125 cities in 40 countries. Wendy Lopez Elected to the Dallas County Hospital District Board of Managers

On Thursday, June 29, Wendy Lopez, co-founder and CEO of LOPEZGARCIA GROUP, was elected by the Dallas County Commissioners to serve a two-year term on the Dallas County Hospital District Board of Managers. Ms. Lopez served as chair of the Parkland Hospital Blue Ribbon Master Capital Plan Advisory Committee from 2005-2007. Her leadership on this committee that was tasked with envisioning replacement options for Parkland Memorial Hospital was instrumental to her nomination.

LOPEZGARCIA GROUP Wins in Houston
LOPEZGARCIA GROUP, as part of the IDC + URS Team, has been selected by TxDOT Houston to prepare plans, specifications and cost estimates for the reconstruction of a section of IH 610 at US 290. The IDC + URS Team will report to HNTB, the Program Management Consultant (PMC) previously selected by TxDOT. LOPEZGARCIA GROUP’s previous traffic control design work on the IH 10/Beltway interchange in Houston was a critical component in the Team’s selection. LOPEZGARCIA GROUP, led by Project Manager James Baker, will prepare traffic control plans for this estimated $1M project.

LOPEZGARCIA GROUP Again Recognized at Topping Out

LOPEZGARCIA GROUP was recognized at the 2007 Topping Out Awards banquet for its participation on the One Arts Plaza and the Old Red Courthouse Renovation projects. The awards were presented May 8 during a dinner at the University of Texas, Arlington. Proceeds from the evening support initiatives of The Arc of Dallas and cover production costs for UTA.
Topping Out is a celebration of the team accomplishments that impact the community with outstanding built environments and spaces in the Dallas/Fort Worth area. Projects were submitted for review by a committee comprising architects, engineers, real estate, planning, construction and local government professionals.
“The Topping Out program was created by the A/E/C industry to raise the profile of The Arc of Texas, a non-profit organization dedicated to serving the needs of individuals with mental retardation or other developmental difficulties,” said Tom Mayer, LOPEZGARCIA GROUP principal and Arc/Topping Out committee member. “LOPEZGARCIA GROUP actively supports many organizations that help the less fortunate, and I am proud that the A/E/C industry as a whole has elected to help this particular organization.”

Wendy Lopez to Receive Prestigious “She Knows Where She’s Going” Award
Wendy Lopez, CEO, LOPEZGARCIA GROUP, will be presented with a 2007 Girl’s Inc. of Metropolitan Dallas “She Knows Where She’s Going” award at the organization’s 19th annual luncheon at the Hilton Anatole on April 12. This year’s theme is “Girls Engineering Their Future.” Honorees are selected based on achievement of personal goals, community involvement and a unique ability to overcome specific obstacles to their success. Fellow honorees include Elizabeth Healy, Co-Founder of Human Rights Initiative of North Texas, and Lupe Valdez, Dallas County Sheriff.

LOPEZGARCIA GROUP Funds UTA Scholarship
LOPEZGARCIA GROUP provided $1,000 to fund the University of Texas at Arlington’s Joint Council of Engineering Organizations (JCEO) scholarship that recognizes an outstanding student leader in the UTA College of Engineering. At an awards ceremony held on Saturday, February 24, Jerry Smiley, AICP and Principal, presented the award to Teri Lee. Ms. Lee is a senior, majoring in civil and environmental engineering. Upon graduation in May, she plans to attend graduate school at UTA, studying construction management. She hopes to work in construction management for a design/build firm.
Ms. Lee is president of UTA’s Engineers without Borders (EWB0 and the Institute of Transportation Engineers. She is a team leader for both her senior project and concrete class. Ms. Lee served on a committee that distributed $250,000 of technology funding across UTA and serves on the College of Engineering (COE) Counseling and Advisory Committee.
Ms. Lee was born and raised in Tyler. She is married and enjoys long distance running and rock climbing with her husband.

LOPEZGARCIA GROUP Wins in Abilene!
LOPEZGARCIA GROUP last week was awarded an IDC with the TxDOT Abilene District. The scope of work will consist of preparing complete PS&E packages, including environmental documentation and surveying documents. The projects that will be developed under these contracts will be primarily rural in nature and may include, but are not limited to, on- or off-system roadway widening, rehabilitation or reconstruction and on- or off-system bridge widening, rehabilitation or replacements. Work under these contracts may also consist of traffic studies, surveying, route and design studies, schematic and hydraulic designs and bridge layouts and designs. This is a two year, $2 million dollar contract for LOPEZGARCIA GROUP. Dustin Ogle is the Project Manager; JT Auldridge is the project engineer; and Juan Sierra is Principal-in-Charge.

LOPEZGARCIA GROUP Reduces Health Insurance Premiums for Employees
LOPEZGARCIA GROUP today announced a reduction in health insurance coverage premiums for employees. Starting in January, employees will enjoy a reduction of more than 50 percent in health insurance premiums. Reductions were made for each plan offered by the company with those insuring dependents seeing the greatest reductions.
“We had a great year, and the shareholders wanted to share that good fortune with the employees,” stated Wendy Lopez, CEO. “By reducing the employees' health insurance premiums, we are able to provide a better benefit package and enhance employee morale. It's a win/win for all.”

LOPEZGARCIA GROUP is pleased to announce that Toni Skiles has joined its ownership team. Toni has been with the firm since 1996 and currently serves as Controller. She has 25 years of experience in finance and accounting in a corporate environment with 21 of those years in the Architecture/Engineering field. Toni manages the day-to-day accounting functions for the firm, including accounts payable, accounts receivable, billing, time and expense reporting and cash and asset management. She is responsible for the preparation of materials presented to taxing authorities and coordinates the company’s annual audit of financial statements, overhead calculation and the 401(k) savings plan.
Toni served on the Board of Directors of the Dog Training Club of Dallas County for six years, and she is active in the Deltek Vision Power Users Group.

LOPEZGARCIA GROUP Receives TxDOT Independent Engineer Contract
LOPEZGARCIA GROUP, as a major partner with Raba-Kistner Consultants, Inc, was recently selected as one of five consultant teams to perform Independent Quality Monitoring, Oversight and Audit of Comprehensive Development Agreement (CDA) projects for the Texas Turnpike Authority Division of the Texas Department of Transportation. The CDA is a new project delivery method that TxDOT has chosen to construct, finance and maintain new toll projects in Texas. The indefinite delivery contract is for $25 million over a five-year time period. The scope of services to be provided includes the monitoring, oversight and audit of design, construction, operations and maintenance activities. LOPEZGARCIA will lead quality assurance for all design tasks and lead the Independent Monitoring, Oversight and Auditing task. Amy Smith will be the Deputy Project Manager, supported by James Baker and Martin Rodin. Juan Sierra will serve as Principal-in-Charge. The Contracts include SH130 Segments 5 and 6 in Austin, SH121, IH635 and SH161 in Dallas and US281 and Loop 1604 in San Antonio.

Ms. Lopez is co-founder and CEO of LOPEZGARCIA GROUP, one of Texas' leading engineering design and environmental planning firms. Since inception, the firm has grown to approximately 200 employees and has multiple offices throughout Texas. In a field typically dominated by white males, over 55% of LOPEZGARCIA GROUP employees are women and/or minorities.
In addition to her responsibilities in the office, Ms. Lopez is a Past President of the Dallas/Fort Worth chapter of the National Association of Women Business Owners (NAWBO) and past chair of the Greater Dallas Chamber's Women's Business Council. Ms. Lopez was the first Hispanic woman elected to the Dallas Assembly and served as its president. She is active in the Hispanic 100, ACE (Architecture, Construction, Engineering) Mentor Program of D/FW and the North Texas Commission's Mentor-Entrepreneur Program, serving on the Steering Committee and as a mentor for a small woman-owned architectural firm. She is also a former member of the Greater Dallas Chamber's Board of Directors.
She has received several awards including the Office Depot Businesswoman of the Year (2005); Woman Business Owner of the Year, NAWBO National (2005); Business Women's Network "Rising Star" Award, Diversity and Women's Leadership Summit and Gala (2004); the SMU Maura Award (2004); Engineer of the Year, Dallas Chapter, American Society of Civil Engineers (2002); Profiles in Leadership Award, SMU's 37th Annual Women's Symposium (2002); and the YWCA's Woman of Achievement (2001).

North Texas Business for Culture and the Arts (NTBCA) recognized LOPEZGARCIA GROUP for its sponsorship of Roland Diaz's “Fast Forward,” a colorful painting commissioned to commemorate the 10th anniversary of DART Light Rail Service. Diaz, a former DART employee, created the work to capture the spirited past, present and future of DART Rail.

LOPEZGARCIA GROUP was recognized by Hispanic Business (HB) magazine as the 247th largest minority-owned firm in the U.S. in its annual list of the top 500. 2005 revenues for the HB 500 topped $34B, a 15.2% increase from 2004.
LOPEZGARCIA GROUP was ranked 74th on the annual Minority Business News (MBN) 100. Minority Business News ranks companies according to revenue and number of employees. MBN 100 companies represent more than $15B in revenue.
Both lists include small, mid-size and large companies that span all 50 states and cover multiple industries (automotive, construction, finance, manufacturing, retail, service, transportation and wholesale). Texas, Michigan, California, Illinois and Florida house the majority of the top companies.

LOPEZGARCIA GROUP Continues to Serve the Citizens of North Richland Hills

Ground was broken on April 4, 2006 for the Medical Center at Calloway Creek on the former site of North Hills Mall and adjacent to North Hills Hospital. This state-of-the-art health care facility will comprise 80,000 square feet and will feature multiple specialty centers. The Center will be connected to the hospital's current campus via a pedestrian bridge crossing Calloway Creek. The City has committed to beautifying the creek and building 1.5 miles of hike-and-bike trails as well.
LOPEZGARCIA GROUP is the civil engineer of record for this project. Construction is scheduled for completion in the Spring of 2007.

LOPEZGARCIA GROUP once again made Dallas Business Journal's list of Largest Metroplex Engineering firms, this year tying in 9th place with HNTB. The Fort Worth Business Press ranked LOPEZGARCIA GROUP's Fort Worth office the 13th largest Tarrant County Engineering firm. This ranking was a three-way tie with Wier & Associates and Summit Consultants Inc.

LOPEZGARCIA GROUP has been selected by the City of Dallas to provide civil engineering services for the 3rd Year Bond program.
LOPEZGARCIA GROUP, as a subcontractor to HOK, will work on the DFW Airport Master Plan Update and Utility Locator Map, providing civil engineering and planning/GIS services to DFW.
